Preheat the oven to 350 degrees F (175 degrees C). Line a large baking sheet with parchment paper.
Combine oat flour, baking powder, carob powder, and sea salt in a large bowl and set aside.
Combine soy milk, syrup, applesauce, vinegar, and vanilla in a separate bowl. Pour the wet ingredients into the dry and mix until combined, then fold in the chocolate chips.
Using a tablespoon, scoop the mixture onto your prepared baking sheet to make roughly 12 cookies, leaving space in between each one.
Bake in the preheated oven for 10 minutes, then remove from the oven and let cool for 10 minutes before transferring them to a wire rack. Enjoy warm, or let cool to room temperature.
